Thanks very much for your suggestion. It works very well. I got a little bit of extra white space, but the breaks look much, much cleaner. And if I tweak the spacing some, I might even be able to get rid of the extra white space. Thanks again.

Best practice seems to be to create a pgf tag dedicated to holding the table anchor and nothing else. If you set its Space Below to a negative number equal to the font size, and set the Table tag's Space Above to the same negative number, the pgf will take no additional space itself.
Then Keep With Next Pgf will work to stick your heading to the table.
