That location only works automatically for DLLs. 

What you are missing is the instruction to use File >Script > Run to execute the downloaded script the first time. That initial execution creates the new menu item that you use to launch the script subsequently.

Under File | Utilities, Archive does not appear.

 

I tried putting a copy of the script into C:\Program Files (x86)\Adobe\AdobeFrameMaker11\plugins, which is what I started to do before posting, but filing it there had no effect.
