FrameMaker Chapter TOC problem

Are there cross-references in the "misbehaving" inset? Cross-references in
text insets may be updated correctly, but are not converted to PDF links.

Subject: FrameMaker Chapter TOC problem

I have local TOCs at the beginning of several chapters in a book. They are
inserted as text insets. For some reason, in one of the chapters the TOC is
not hyperlinked at all. All of the other ones are hyperlinked.

Any ideas what I'm doing wrong?
Is it a bug?
