RoboHelp apparently doesn't support FM text insets or other "referenced content"

The first problem you're encountering sounds like a very longstanding
FrameMaker bug involving cross-references in text insets, nothing
specific to RoboHelp. The workaround is to use hyperlinks to named
destinations. See page 90 et seq. in this document:
