Best CMS to use with DITA

DITA experts, 

In your own personal experience, what do you think is the best CMS to use with DITA, specifically, the Oxygen authoring tool? We could do either self-hosting, or a SAAS model. 

I've used Subversion and EasyDita. I don't consider Subversion to be a real document CMS, and EasyDita has some issues. 

I think Trados is too expensive and we don't translate yet, so we really don't need all that.
