[Framers] Best way to replace one template with another without using plugins?

Import formats is bookwide.

You would import all formats for all files in a book.

The problem is that all of the paragraph and character tags need to have exactly the same name.
If this is the case, why would you manually delete all tags and formats?

What is the best way to replace on template with another using only FrameMaker 12?
Can it be done bookwide?

As of now I manually delete all tags and formats and do an Import Formats, and it works, but it is cumbersome and prone to errors. Can it be done otherwise?
