[Framers] Deleting Colours

No .. I'm pretty sure that the only way to know if it's "in use" is to 
scan the entire file for the ColorTag value.

The ColorIsReserved, means that it's "reserved" by FM (a core color, 
perhaps, which can't be deleted).

I'm just guessing though. The FDK reference may have more info. I can 
look later if someone else doesn't have more useful info.
