[Framers] Cannot get FM to drop the even-numbered blank page

    Hi, all.
   There are two clear, concise explanations about how to start each
   chapter in your FM book on the next available blank page, whether left
   or right. The two descriptions are here:

   I have done what they recommend, checked, and rechecked, and still FM
   inserts a blank even-numbered page at the end of chapters that would
   otherwise end on a left-handed page.
   What am I missing?
