[Framers] Cannot get FM to drop the even-numbered blank page

Did you try Format > Pagination  and uncheck Make Page Count Even?
(That's a guess - I am away from my computer)
IMO, if your users are likely to print the content, you should always leave
that last verso blank. In my business, many network admins have
requirements for printed doc, and nobody provides it anymore, so they print
the PDFs and put them in binders for compliance reasons.
