[Framers] Can Frame 15 be used so I can eliminate ePublisher?

I'm currently on a Windows 7 machine using Frame 7.2 and ePublisher 2012.4. My Windows 10 machine should arrive any day. What I'm wondering is can I get Frame 15 to do the same work that ePub does and I therefore won't need to upgrade my ePub but instead get rid of it.

What I need Frame 15 to be able to do is:

1.    Generate CHM files (I know Frame 15 does this)

2.    Use conditions (e.g. PDF_Only) so screenshots can be selected to be excluded from the CHM output but included in the PDF output

3.    Write my content using one font (e.g. Times) and have a different font (e.g. Arial) used when the CHM file is generated

4.    Use a cross-reference format that includes page numbers for the PDF output but removes the page numbers for the CHM output
