[Framers] Can Frame 15 be used so I can eliminate ePublisher?

I'm not, Pat -- Robert was referring to weirdness in the UI, but at this
point, I've been using it so long, I've forgotten the blips in changeover
-- this happened years ago.
The keyboard shortcuts I use weren't affected and are still there, so....
YMMV
