[Framers] FrameMaker Upgrades

To take this a step further... AFAIK, Adobe has never revved FM and the TCS
on an annual schedule. Maybe added or removed programs, but that's the
extent of it.

I'd strongly bet against a FM 2016, and if, by chance there was one, Adobe
has always discounted the newest rev if you happen to have purchased the
lame duck version near release time.
