[Framers] Frame on UHD monitors

A while ago I posted a link to a solution to running older programs, such as
FrameMaker on UHD monitors.

It was working fine for most and not for some. After I ran an update for
2015, the technique stopped working on my system too.
Here is what I discovered... If you have the Properties to the application
set to "Disable display scaling on high DPI settings", the manifest won't
work.
