[Framers] web help output deprecated in FM2017

Nope, RH Server isn't necessary to create HTML5 help - the issue is that there's a bunch more skins for WebHelp than there are for Responsive HTML5.

Does "Responsive HTML5 (RoboHelp Server)" mean you need RoboHelp
Server to generate it? If not, then deprecating web help isn't such a
