[Framers] Text insets with mini-TOCs not updating

OK, well, grumble, grumble, grumble . . . TIs can have a quirk or two, but
they usually can be resolved w/ fixes like this. No joy. . . .

Thanks, Tammy -- all the tagging is identical. When I update one, I import
into the other to keep them in sync.
