[Framers] Para tag "As Is" property?

Shift+F8 does the usual setting of all properties to AsIs .. but it 
doesn't appear that you can save it. I know that even when you do this 
with a char tag, it's hard to see that the property is set to AsIs 
because the list updates based on the selected paragraph. That's why I 
thought that maybe the para tag was just showing the underlying 
"default" property value. But since there's no way (for a regular user) 
to set the default document value .. that didn't make a lot of sense.

This came about because I was trying to set this via the FDK, and notice 
that the FDK Reference says to use a certain FDK property (ie, 
FP_UseColor) to indicate that "AsIs" is enabled for that property .. 
these special "Use*" properties are only available for character tag 
objects and conditions, but not para tag objects.
