[Framers] Context sensitive help in Frame 2015 or 2017 with HTML5?

Why should context-sensitive help be any less useful than it ever was?

CSH uses the same TopicAlias markers for all outputs. RoboHelp can use
them as well if for some reason you want to link the project instead
of using the integrated subset of RoboHelp features.
