[Framers] FrameMaker keyboard shortcuts just stop

Sometimes the Conditions don't show up correctly - bits of text have the wrong Condition showing or a segment or 2 stays in the Conditional colour.

I've learned to always:

- reboot before setting the final manual Conditions for each manual
- finalize with Conditional colours showing
- turn off Conditional colours and do a last check for "coloured text" before distilling
- page through the entire PDF watching for text still visible in the Conditional colour(s).

Wait, what?

What sort of glitches with condition text? I ask because (as previously
seen) I am making heavy use of conditions to create manuals and have had
issues, but I thought it was MY fault.
