This is going OT but it's interesting to see how much deep and embedded bitterness bullets and numbering in Word have engendered.

FWIW, when I faced this issue in anger many, many years ago I hired an MVP I knew to sort it all out. She assured me that Word's underlying numbering 'engine' was ok, but the issue lay in its interface with the dialog that allows you to 'customize' bullets and numbering: beyond that, There Be Dragons.

Her solution was to talk to the numbering engine in VB. It all just worked. I forget the details.
