Doug, think about this scenario:
- You have such a cross reference at the top of a page and the target is far down.
- You do not see the whole page due to the following
  looking into the PDF with a tablet
  having zoomed in to see a detail in a picture just before the cross ref
  ...
=> You will be frustrated not to be able to click.
