[Framers] Compatability with FM11 non-structured files

This isn't an unusual request (to migrate to another tool) .. but 
typically when someone is a "FM user" with FM files, they would have 
FrameMaker available to export to a neutral format.

FM isn't used by enough people to warrant creating a separate 
application for migration.
