[Framers] Create a separate ToC for each text flow? [No Classification]

Why don't you use Conditional Text for the two language types then all you have to do is turn one or the other off while you generate your TOC for that version then combine the two TOCs on completion.

That has got to be quicker than stripping out one version or the other manually.
