[Framers] Applying and Mapping Master Pages

I have mapped a paragraph tag to a master page so I can apply the MPs automatically. This works on the first page in this particular file. However, the second page in the file has no content, only a header. The Right/Left master page is applied to the second page. It shows a chapter number in the header because that's how the Right/Left headers are set up.
I don't want that chapter number in the header of the second page. However, I don't see there being a way to automatically apply a master page to that page since it's blank.
My mapping looks like:
Pgf tag name     Right-handed master page    Left-handed master page    Range indicatorchapterLibrary    contents                                    contents                                  until changed    
What can I do to fix this?
