you may try to check with Alex Masycheff (alex at intuillion.com <mailto:alex at intuillion.com> ) - as they’ve built a CMS for flight operations documentation based on DITA but with ATA as output format (both XML and PDF).

 

This system is built on DITAToo CMS with a customised Fonto as editor. It could be adapted to match your requirements, it includes a configuration manager.
