[Framers] FrameMaker 2020 (16.0.4) does not start (same bug as in 2015)

Someone wanders in from time to time, but if you create a bug report in the
tracker and post the link here, others can vote on it.

If you want, I'll copy the link and post to the Adobe FrameMaker forum, too.
