Additional Para Element disturbs numbering in parent element

   Your message did not include the element definition of Para. Does it set 
an autonumber that may be causing the problem? Check and see what the 
autonumber of your "extra" Para is. Also, you may want to Show Element 
Context to confirm that the expected branches of your context rules are 
being triggered.
