We have been generating a PDF with blue hyperlinks to go on the
installation CD and another with black hyperlinks for the book printer for
years.
Just include a character format in the cross-reference format, then change
its colour globally between Black and Blue. Also include the char format
on the TOC and IX reference pages and anywhere else you want a hyperlink
to be either Black or Blue (without hitting it with a stick).
For example,
<l Link>‘<$paratext>’ on page\ <$pagenum></>
where </> is equivalent to <Default Para Font>.
