I don't know if there's an FM9 bug (but suggest updating, as Jeff
recommended). But I don't understand why you're changing the DPI through
Object Properties _after_ the import.
When importing a graphic file (File > Import > File, or Esc f i f),
after you select the file in the Import dialog box, the Imported Graphic
Scaling dialog box appears. There, you can choose from the following:
-- Fit in Selected Rectangle
-- One of four standard DPI settings, 72, 75, 150, and 300 (with
resulting image dimensions shown in parentheses)
-- Custom dpi, followed by a text box where you can specify the setting
you want, e.g., 120

If the graphic is being stretched, that strongly suggests that you have
the Fit in Selected Rectangle option selected in the Imported Graphic
Scaling dialog. I believe that dialog retains the last used setting. I'm
not sure why you seem to be unaware of that dialog box.
I just noticed you used the word "pasting" -- are you using copy/paste
instead of an actual file import? Bad, bad, bad idea. And that would
explain why you don't/can't set the DPI correctly initially.
