I'd recommend WebWorks ePublisher's Reverb output. You can test drive a 
trial version 
(http://www.webworks.com/Products/ePublisher/Free_Trial/default.shtm). 
ePublisher ingests Word, FrameMaker (unstructured), and DITA XML. You 
can even mix all three sources into one project.
