Windows 7 compatilbility for FrameMaker 8

Hi,

You do not need to install or run in XP compatibility mode
for FrameMaker 8 on Windows 7.

Apart from that I also do not have more suggestions
other than those which were already posted:
Administrator privileges
Copy installation files on hard disk.

installation a.) didn't have local admin rights on the PC, b.) Didn't run the installation routine as Administrator, and/or c.) didn't set the W7 compatibility mode to XP when they ran the installation.
