Changes made with Track Test Edits don't show in PDF

Hi, guys...FM11.

I turned on track changes (Special > Track Text Edits >Enable). I make
changes, looks good in Frame document.  I now want to send the book, with
changes, with track changes, to someone.

When I PDF the book, the changes don't get included. It creates the
"before" version and I want to show the "after" version with edits tracked.

What am I doing wrong?
