Text inset setup

It's been a long time and at least a couple of FM versions (FM 10 or maybe
even 8) since I set up text insets. Before I do more work than necessary, I
want to be sure nothing has changed.
 
Here's what I recall:
 

*	I need to import the inset into a small anchor tag in my container
file.


*	Each text inset file should start with a small anchor tag and a
nonbreaking space.

 
Is this setup still needed? 
 
I think I have the reset of the inset issues in hand, as I've worked with
them more recently, but haven't set up any new ones in a long time.
