[Framers] Save doc/book in older FM-version

Hello framers,

Lin Sims had the idea to add "Save as MIF".
Hence I updated the script in http://www.daube.ch/docu/fmaker73.html

- Save as MIF always saves in the 'current' MIF version. 
  Trying to use for example Constants.FV_SaveFmtInterchange100 within FM-13
  does not save anything. 
- The dialogue is now a palette to allow handling of multiple open items.

I will put this script into Scott's database.
