ć is Unicode U+0107, so the keyboard shortcut should be Alt-0107. Linotype shows their Neue Helvetica having that glyph, but there's no "Std" weight. I don't think any font has "all the characters and glyphs that exist." The old quick reference cards are from pre-Unicode versions. Through FM7 it used its own proprietary character sets.
