Here are the answers to your questions regarding Responsive HTML5 output in
FrameMaker:
Q: Does anyone know if it is compiled into a single file like HTML help
(CHM)?
A: No. Responsive HTML5 output generates a bunch of other files. These
include the HTML, JavaScripts, and CSS files. These files control how your
output should render on the device from which the help is being accessed.

Q: how do you send someone the help file?
A: The best way to share the help files is by zipping them.

Q: When they instal a program that uses HTML5 online help, do they
have hundreds
of files, one for each web page plus other files for formatting?
A: The number of files in a project depend on how many source files are
present in your book and how have you decided to split these source files.
Yes, there would be at least one primary HTML file and its corresponding
