[Framers] Frame 2019 Bug & Staus Update

Dear all,

FRMAKER-5251 by Oran Petersen might be considered a duplicate to FRMAKER-4931 by me 
(in the beta-buglist) from Adobe. According to Amitoj Singh this issue will be 
resolved in the first update.

I can not confirm FRMAKER-5253. What strikes me is Windows 10. There were severe 
problems with the April update of W10 (1803). If this is really random than it is 
really difficult to pin the reason down.
