[Framers] weird bug - Variable at start of paragraph sometimes vanishes

Thanks Tammy,
That didn't work. There's a lot going on in this doc - I think it will be
faster to just push through the 700pp and fix it manually rather than waste
a lot of time on a fix that may not exist.
