MadCap Flare does a great job of importing FrameMaker files. I'm not a
big fan of it since it's installed single-user Windows software, but
it's a very powerful tool that can do almost everything FrameMaker
can, usually better, and a lot more besides.

If you use FrameMaker only for page layout, then consider InDesign.
Yes, it's another Adobe program, but it's the standard among graphics
professionals and from what I hear they get better support than
FrameMaker users do. Also, there's a very active and friendly user
community. There's a third--party tool that can convert FrameMaker
